NFL owners vote to change catch rule. NFL owners have unanimously approved a proposal to change the league's catch rule, according to a report from NFL Network's Ian Rapoport. The 32-0 vote during the annual owners meetings in Orlando on Tuesday will eliminate the "going-to-the-ground" element of the league's previous rule.
