The US is experiencing another surge in coronavirus infections, led by rising cases in the South.
Public-health experts say the cases are a continuation of the country's first wave — the response to which was compromised by testing delays, a lack of airport screenings, and a shortage of medical supplies.
Even as testing capacity has ramped up, the federal response to the outbreak hasn't changed much.
